Itä- ja Pohjois-Suomi sekä Vanguard Initiative -verkoston biotalouspilotti järjestävät Kajaanissa 25.-26.9. konferenssin otsikolla The Next Steps of Interregional Collaboration in Bio-economy. Tapahtuma kokoaa Kajaaniin Vanguardin biotalouspilotissa mukana olevia alueita sekä toimijoita kuulemaan ja keskustelemaan yhteistyömahdollisuuksista. Ohjelma pitää sisällään sekä alustuksia biotalouspilotin toiminnasta tähän mennessä että ajatustenvaihtoa seuraavista askelista sekä mahdollisista uusista avauksista.
Järjestävänä alueena Itä- ja Pohjois-Suomi on vahvasti esillä ohjelmassa. Tapahtumalla halutaan tukea suorien kontaktien rakentumista ja se onkin erinomainen mahdollisuus Itä- ja Pohjois-Suomen toimijoille esitellä toimintaansa biotalouden teemoissa sekä verkostoitua Vanguardin biotalouspilotin toimijoiden kanssa. Tavoitteena on edistää Itä- ja Pohjois-Suomen toimijoiden (pk-yritykset, korkeakoulut, tutkimuslaitokset, klusterit jne.) mukaan pääsyä ja osallistumista biotalouspilotin toimintaan.

Tapahtuma on englanninkielinen ja tarkoitettu Itä- ja Pohjois-Suomen (Etelä-Savo, Pohjois-Savo, Pohjois-Karjala, Kainuu, Keski-Pohjanmaa, Pohjois-Pohjanmaa, Lappi) toimijoille. Tapahtuma järjestetään kongressi- ja kulttuurikeskus Kaukametsässä (Koskikatu 2-4).

9.15-9.45 Vanguard Initiative in a nutshell and collaboration opportunities with respect to the pilots

Vanguard Initiative is a network of regions that looks to support industrial innovation and to build European value-chains based on complementarities in regional smart specialisation strategies. In the core of the Vanguard activities are the eight thematic pilots, which create concrete opportunities for interregional collaboration. During this session we will hear how the network and its activities are organised and how the pilots operate.
9.45-10.45 Bio-economy pilot: State of play

The Bio-economy pilot started its activities in 2014 and looks to foster the development of new industrial applications and high added-value bio-based products that surpass conventional uses in food, feed, and fiber. Over the years, more than 20 European regions have been involved in the pilot activities and today the pilot has 16 participating Vanguard Initiative members. During this session, we will hear an overview of the pilot, its objectives and activities so far.

East and North Finland is a member of the Vanguard Initiative network since 2020 and the Vanguard Initiative Board since 2023. The region joined the Bio-economy pilot in 2024. East and North Finland is a NUTS 2 level region that consists of seven NUTS 3 level regions (South Savo, North Savo, North Karelia, Kainuu, Central Ostrobothnia, Northern Ostrobothnia, Lapland) and has a joint smart specialisation strategy that brings all the mentioned regions together. In this session we will hear about the S3 priorities of East and North Finland, especially from the bio-economy topics perspective.
11.30-12.30 Bio-economy pilot: Looking forward
This session has two parts. It will start with a short panel followed by an open and inclusive discussion on possible new demo cases and topics the pilot could concentrate on. The panellists will set the frame for the discussion, where one perspective is what East and North Finland could offer and propose as topics for future collaboration. The session will especially touch on the following questions: 1) how to include regional expertise in existing demo cases and 2) how to create new demo cases starting from partnerships or demo-existing facilities. The panellists will come from the Bio-economy pilot’s current demo cases and East and North Finland.
The Bio-economy pilot currently has four demo cases that concentrate, for example, on the conversion of lignin and forestry and agro-food biomasses into high-added-value biobased products, such as bioaromatics, bioasphalt, bioenergies, and biopolymers. The pilot is open to new ideas, partnerships, demo cases, and perspectives that could bring added value to the regions and stakeholders.

Bio-economy is high on the EU agenda. The topic links to several EU initiatives including a communication aimed at boosting bio-technology and bio-manufacturing in the EU that the European Commission published in March.
During this session we will hear a short overview on the EU policy framework from the bio-economy perpective. What are the current and possible future topics on the EU agenda, and what do we know about future funding opportunities in the bio-economy sector?

During the event, we have heard about the pilot, its past, current and possible future activities and what East and North Finland could bring to the pilot. We will also hear how the pilot sees its next steps and what new demo cases and other activities could be developed.

Vanguard Initiative on eurooppalaisten alueiden verkosto, jonka tavoitteena on edistää ja kaupallistaa teollisia innovaatioita. Verkosto tuo yhteen alueita sekä alueilla toimivia korkeakouluja, tutkimuslaitoksia, yrityksiä ja klustereita jäsenalueiden kasvuhakuisten yritysten kilpailukyvyn vahvistamiseksi Euroopan laajuisissa arvoketjuissa. Erityisesti pienten ja keskisuurten yritysten saaminen mukaan verkoston toimintaan on Vanguardin keskeisiä tavoitteita.
Vanguard-yhteistyö perustuu älykkääseen erikoistumiseen ja alueiden toisiaan täydentävän osaamisen hyödyntämiseen kasvun ja teollisen kehityksen aikaansaamiseksi valituilla aloilla. Verkoston jäsenalueet tekevät yhteistyötä erityisesti nk. piloteissa. Pilotit ovat portfoliomaisia kokonaisuuksia, jotka tuovat yhteen verkoston jäsenalueita ja näiden toimijoita sekä tukevat innovaatioiden markkinoillepääsyä.
Konkreettisesti pilotit voivat esim. valmistella rahoitushakemuksia, tukea alueita tutkimusinfrastruktuurin jakamisessa sekä edistää testaamiseen liittyvää yhteistyötä. Temaattisia pilotteja on kahdeksan, joista Itä- ja Pohjois-Suomi on mukana viidessä. Näiden teemat liittyvät biotalouteen, tehokkaaseen ja kestävään valmistukseen, 3D-tulostukseen, vetyyn sekä älykkääseen terveyteen.
Vangurad Initiativen biotalouspilotti aloitti toimintansa vuonna 2014. Sen tavoitteena on edistää elintarvike-, rehu- ja kuitupohjaisten teollisten sovellusten sekä bioperustaisten korkean lisäarvon tuotteiden kehittämistä. Pilotti pitää sisällään temaattisia nk. demoja, jotka keskittyvät mm. ligniini-, puu- ja elintarvikebiomassojen muuntamiseen korkean lisäarvon bioperäisiksi tuotteiksi, kuten bioaromaattiset tuotteet, bioasfaltti, bioenergia sekä biopolymeerit. Biotalouspilotti on avoin uusille demoehdotuksille. Pilotissa on tällä hetkellä mukana 16 Vanguardin jäsenaluetta eri puolilta Eurooppaa.
Itä- ja Pohjois-Suomi on ollut Vanguard Initiative -verkoston jäsen vuodesta 2020 lähtien. Verkoston jäsenyys toteutuu Itä- ja Pohjois-Suomen seitsemän maakunnan yhteistyönä ja perustuu Itä- ja Pohjois-Suomen yhteisen älykkään erikoistumisen strategian toteuttamiselle. Itä- ja Pohjois-Suomi liittyi Vanguardin biotalouspilottiin vuoden 2024 alusta lukien. Itä- ja Pohjois-Suomen toimijat voivat osallistua Vanguardin toimintaan ilman kustannuksia.
